The PAssion Silver Concession Card is an all-in-one card that entitles Singapore Citizens above 60 years old to concessionary fares, as well as exclusive benefits and privileges of a PAssion Card Membership.

The PAssion Silver Concession (PASC) Card Programme is an initiative that aims to encourage Singaporean Senior Citizens to continue staying active, be engaged with the community and live well.

How to Apply

You will receive an invitation pack to apply for the PAssion Silver Concession (PASC) Card one month before your 60th birthday.

You may apply via the following channels:

Please ensure that your application is received by TransitLink at least two weeks before your 60th birthday so that you can receive and start using your concession card immediately afterwards.

If your application is not received by the deadline stated in the invitation letter, a PAssion Silver Card (Non-Concession)^ will be issued and mailed to you instead.

^The PAssion Silver Card (Non-Concession) offers the same benefits as the PASC Card, except concessionary transport fares and a longer crossing times at Green Man+ pedestrian crossings.

Documents required:

  • 1 x colour, passport-sized photograph*
  • Original NRIC (soft copy for online application)

*The photograph must:
- Be taken within the last three months
- Have a white background
- Show the full face from the top of the head to the chin
- Have neatly combed or tied up hair

Processing Time:
Your PAssion Silver Concession Card will be mailed to you between two and four weeks from the date of application.

Card Activation:
Head down to any TransitLink Ticket Office with your NRIC (photocopy accepted) and make a minimum top-up of $10 to activate the card for use on public transport.

Any person activating the card on your behalf will have to present both your NRIC and his/her NRIC at the Ticket Office.

Card activation must be made either by yourself or a representative to avoid card abuse.

Monthly Concession Pass

In addition to concessionary fares, PASC Card holders can purchase the $64 Hybrid Monthly Concession Pass (HCP) for one month of unlimited travel on train and basic bus services.

The HCP can be purchased at any TransitLink Ticket Office, TransitLink Kiosk, Add Value Machine, General Ticketing Machine or Assisted Service Kiosk.

Note:

  • Concession cards have to be activated and valid before the purchase of concession passes.

  • Only ONE valid concession pass can be used on an individual concession card at any one time.

  • The concession pass can be activated up to seven days in advance of your intended travel start date. The validity period of the concession pass cannot overlap with that of the previously purchased concession pass.

  • Unused concession pass or any part therefore is non-refundable.

  • You will still enjoy concessionary fares with your PASC Card even if you do not purchase a concession pass.

  • The concession pass cannot be used on Express and Premium Bus Services like Chinatown Direct Bus Services, Nite Owl bus services, NightRider services and City Direct Services. Card Validity Period

The PAssion Silver Concession (PASC) Card has a validity of seven years. Expired cards can be replaced for free.

Card Return/Refund

You can return your PAssion Silver Concession (PASC) Card at any TransitLink Ticket Office.

For a refund of any remaining travel value in the concession card, please produce your original NRIC/passport. The card will be retained for processing.

Anyone collecting the refund on your behalf will have to present his/her own original NRIC/passport in addition to the above-mentioned items.

Note:

If you decide to apply for another PASC Card in the future, you will need to pay a replacement fee of $16.10 at the Concession Card Replacement Office or $15.10 via self-help channels (online, TL SimplyGo app and TransitLink Kiosk).

Processing Time

TransitLink website/TL SimplyGo app/TransitLink Ticket Office: You will receive your new PAssion Silver Concession (PASC) Card between two and four weeks upon TransitLink receiving your application.

CCRO: You can convert your card on the spot.

 

Existing TapForMore (TFM) points

Your TFM points will be transferred to the PASC Card and you can continue earning TFM points upon receiving the new concession card^.

^About five working days after receiving the new concession card.

  • Target group: The Pioneer Generation and Merdeka Generation Cards are for specific cohorts of Singapore Citizens, while the PAssion Silver Concession Card is for all Singapore Citizens above 60 years old.
  • Benefits: The Pioneer Generation and Merdeka Generation Card provide mainly lifetime healthcare benefits to keep healthcare costs affordable for Pioneer and Merdeka Generation seniors. In comparison, the PAssion Silver Concession Card aims to promote healthy and active ageing. With this card, Singapore Citizens aged 60 and above can enjoy PAssion Silver membership, concessionary fares on public transport and discounts at participating merchants.

You can continue to use your existing PAssion Card(s), as well as earn and redeem TapForMore (TFM) points on the respective PAssion Cards. However, the PAssion Silver Concession Card offers better benefits than the PAssion Card.

You will not be able to transfer TFM points from your existing PAssion Card(s) to the PAssion Silver Concession or combine the TFM points earned from the various cards.
